Because the course deals with knowledge generally and comprehensively,
it can be coordinated with or superimposed on the traditional
curriculum without bureaucratic change. However, because any
departure from traditional practice in mainstream instruction is likely
to be strenuously resisted, pilot and experimental programs are most
likely to be acceptable by those working with learners either so far
advanced or so far behind their performance on the usual performance
measures are of little concern.
